[Ada] Complete contracts of Interfaces.C.Strings subprograms

[Pierre-Marie de Rodat via Gcc-patches]

This patch adds preconditions to Update procedures, to protect from
Update_Error propagations.

Tested on x86_64-pc-linux-gnu, committed on trunk
