Cleanup related to handling of -gnatwE (warnings-as-errors) in instances
of generic units.
Tested on x86_64-pc-linux-gnu, committed on trunk

* err_vars.ads (Warn_On_Instance): Remove; it was a relic from
the previous handling of warning in instances that was removed
decades ago.
