This makes sure to use a VIEW_CONVERT_EXPR for converting
vector signedness in the -((int)x >> (prec - 1)) to (unsigned)x >> (prec - 1)
simplification.

Bootstrapped and tested on x86_64-unknown-linux-gnu, pushed.
