The comment about execute_fixup_cfg not being able to
run as a standalone pass is not true for a long time
now.  It has been a standalone pass for a while now.

gcc/ChangeLog:

        * tree-cfg.c (execute_fixup_cfg): Remove comment
        about standalone pass.
