[Ada] Simplify iteration over pending instantiations

Code cleanup; semantics is unaffected.

gcc/ada/

        * inline.adb (Instantiate_Bodies): Fix white in declaration.
        (Remove_Dead_Instance): Change iteration from WHILE to FOR.
