Because it is shorter.  If your lines are too long (>50 chars) the info
will not show up in lists; if that is okay that info does not belong in
the subject at all.

The subject is there to identify what the patch is about, what the patch
*is*, both for people who have seen it before and for people who have
not.  We need guidelines that encourage people to write good subjects
with that single goal in mind, and all other guidelines (or "rules") are
counterproductive.
