libstdc++-v3/ChangeLog:

        * include/bits/ranges_base.h (ranges::empty): Check whether
        conversion to bool can throw.
        * testsuite/std/ranges/access/empty.cc: Check for correct
        noexcept-specifier.

Tested powerpc64le-linux. Committed to trunk.
