[PATCH][pushed] gcc-changelog: skip broken commit in git_update_version.py.

Hi.

For an unknown reason the following commit modified ChangeLog file
together with other changes:
$ git show --stat c2be82058fb40f3ae891c68d185ff53e07f14f45
...
 libstdc++-v3/ChangeLog       | 9 +++++++++
 libstdc++-v3/src/Makefile.am | 4 +++-
 libstdc++-v3/src/Makefile.in | 3 ++-

Let's ignore the commit in git_update_version.py.
