I set the size based on the vector element size, extendeing the
define_mode_attr bits definition.  Please take a look at the updated
patch.  Hopefully I have this all correct.  Thanks.

Note, I retested the updated patch on 

  powerpc64le-unknown-linux-gnu (Power 9 LE)
  powerpc64le-unknown-linux-gnu (Power 10 LE)
