[PATCH] diagnostics: ignore -fmax-errors for ICE

Right now I see:

gcc/ChangeLog:

        * diagnostic.c (diagnostic_report_diagnostic): ICE causes to
        terminate compiler immediately, so I guess it should be printed
        always.
