Bootstrapped and regtested on s390x-redhat-linux. Ok for master?
Commit 5d9ade39b872 ("IBM Z: Fix PR97326: Enable fp compares in vec_cmp") made it possible to create rtxes that describe signaling comparisons on z13, which are not supported by the hardware.
