The XFAIL for variable-length vectors is no longer needed since
we can't build the required constant vector and so fall back to
fixed-length alternatives.
Tested on aarch64-linux-gnu (with and without SVE), arm-linux-gnueabihf
and x86_64-linux-gnu. Pushed as obvious.
