[PATCH][GCC 8] AArch64: Add Neoverse N2 tuning model

Hi all,

This is the GCC 8 patch for the Neoverse N2 tuning struct.
It sets the AARCH64_EXTRA_TUNE_PREFER_ADVSIMD_AUTOVEC tune flag as well.

Bootstrapped and tested on the branch.
Pushing to GCC 8.
