I did now test this manually on a simple example, and yes, it works. (And, while Intel MIC offloading's emulated mode could be ported to other targets, it currently isn't, so Intel MIC (emulated) 'mkoffload' only needs to care about x86_64-pc-linux-gnu, and for that one, its unconditional '-fPIC' seems to be doing the expected thing.)
