This patch simply adds sectioning comments in vx-common.h and moves the NO_DOLLAR/DOT_IN_LABEL block down, away from the section now dedicated to SPEC strings.
Goal to improve readability and facilitate future changes to come. Tested in accordance with the description in https://gcc.gnu.org/ml/gcc-patches/2019-12/msg00911.html Committing to mainline.
