I haven't had IA-64 hardware access for a few years, but I've been trying to help out as much as I can without hardware. Now though, my RISC-V work is keeping me very busy, and my IA-64 work has dwindled down to nothing, so it is time for me to resign as an IA-64 maintainer. Also, Intel has announced end-of-life for IA-64 in Fall 2020, so if someone else doesn't step up to maintain the port we might want to think about deprecating it.
