[Ada] Fix PR ada/80921

We have apparently never tried to build shared libraries in cross builds.

Tested on x86_64-suse-linux, applied on mainline and 7 & 6 branches.

        * configure.ac (default_gnatlib_target): Remove bogus condition.
        (have_getipinfo): Tweak.
