I tried to summarize how to checkout and contribute to the web pages at https://gcc.gnu.org/about.html and will be happy to answer any questions and improve that page as well. Once you have checked out wwwdocs (the name of the web module), you'll find the release notes for GCC 7, mostly empty for now, at htdocs/gcc-7/changes.html There is a Fortran section there, which you can start filling. :-) Any way I can help, let me know.
