make check RUNTESTFLAGS=gomp.exp and check-target-libgomp passed.

        (c_parser_omp_declare_target): If decl has "omp declare target" or
        "omp declare target link" attribute, and cgraph or varpool node already
        exists, then set corresponding flags.
