Most users of TRULY_NOOP_TRUNCATION have machine modes they want to
examine, so hide these behind a new macro TRULY_NOOP_TRUNCATION_MODES_P.
This now uses GET_MODE_PRECISION instead of GET_MODE_BITSIZE.
