For a recent build of GCC trunk, we're seeing spawn failures from
the get go when running make check.

Here's an example:

  make check-gcc RUNTESTFLAGS='--debug -v -v dg.exp=20000108-1.c'

Executing on host: /home/gfunck/gcc-trunk/bld/gcc/xgcc -v    (timeout = 300)
pid is 0 -0
spawn -open -1 failed, 1 5, The system has no more ptys.  Ask your system 
administrator to create more.
    while executing
"spawn -ignore SIGHUP /home/gfunck/gcc-trunk/bld/gcc/xgcc -v"
    ("eval" body line 1)
    invoked from within
"eval spawn -ignore SIGHUP {/home/gfunck/gcc-trunk/bld/gcc/xgcc -v }"
    invoked from within
"catch "eval spawn -ignore SIGHUP \{${commandline}\}" pid"
Couldn't determine version of /home/gfunck/gcc-trunk/bld/gcc/xgcc: spawn failed

The command as expected on its own.
