    cobol: Lex CDF tokens exclusively.

    Move the cdf_state in the lexer above the default COBOL keywords start
    condition.  This allows the CDF to treat COBOL words as data.

    gcc/cobol/ChangeLog:

            PR cobol/126611
            * cdf.y: Renumber tokens.
            * parse.y: Add tokens from ISO CDF reserved word list.
            * scan.l: Same, and reposition.
            * token_names.h: Regenerate.
