Thus, it was clearly discussed there. - Presumably also in some break out sessions. In the follow-up meeting in Austin (October 2018), declare xxx was seemingly mostly ready and, I guess, only some finer points were discussed there. [From discussed topics in the notes of the Munich F2F (May 2017) and given the much lower TRAC issue numbers discussed there, I think declare variant wasn't discussed there.]
