The reference is to Table 10 in ISO/IEC 1989:2023, and the assertion is
correct.  I am not sure how to reduce Table 10 to a set of rules, given the
complexity and many exceptions.  ISO would do the world a service by expressing
the same rules as regular expressions.  (Good luck with that.)  

Nevertheless, more could be done to screen out invalid pictures.

Meaning, U as defined by IBM?  It's not in ISO.
