I've now also reproduced the issue on a gfx908 system that had gotten upgraded
to ROCm 6.4.0, and I've likewise reproduced this on OG14 (again, tested gfx908,
gfx1100). In all cases, I see this regress only the GCN target test cases
listed in the original report, but no GCN offloading ones.
