I think for the regression issue we just need to add an appropriate flag to
force logical_op_non_short_circuit=1 to the two testfiles. I've got that
runninging in my tester now to judge fallout.
Assuming that works we may want to keep this open to address c#2 and c#3 from
Jakub, but without the regression marker.
