I wonder if it's actually panicking or if the issue is video output gets broken
when built with GCC 14.2.0.

No, shouldn't be needed.

We tried
https://tomato64.org/files/x86_64/Releases/2024/2024.5/tomato64-2024.5-uefi-x86_64_v2%2B-livecd.iso.zip
(tomato64-2024.5-uefi-x86_64_v2+-livecd.iso) and that worked OK (video output
and booted into the image fine, ssh, etc).
