Further than 1 release gives us not much value; especially if there's no release notes that say that it will be deprecated in the future. How about this?: - gnulib for now. - Wextra in GCC 16. - Just after merging into GCC trunk as Wextra, propose deprecation in WG14 for C2y. - Wall in GCC 17.
