It's not right here, it should be packushb. The issues I raised remain, I could only find one manual in Chinese （https://www.anheng.com.cn/loongson/docs/GS464-manual-chinese.pdf）. It said "将有符号半字包转换用饱和模式转换为无符号字节包" (convert signed half word pack to unsigned byte pack with saturation), I think it's a little different from gcc's.
