Makes sense to me, but it's not my call to make for the compiler. I think
somebody would have to measure whether there's any performance impact to decide
whether it should be in all or extra. Given that GCC uses very few std::lib
types fo now, the impact will probably be minimal but might grow over time if
we start using more.
