I then ran a bisect and found that the first commit that makes the problem disappear on aarch64 with the patched Boost Bimap is 03a810da10d8dfb5aec9261372cad7bf090e6986. The commit message doesn't look like it is related to ipa-modref, but maybe I simply have no clue or this is just a coincidence. It is hard for me to tell for sure.
