I pushed couple fixes to gcc 11 release branch, mostly back from trunk and a
fix for setting right isa spec value:
g:f41871dfdbd9d0c3368c0bc32d879fd5485e7abb

I expect that could fix that issue, could you try again with top of gcc 11
branch?
