Sorry, still can't reproduce that.
The --help=target output is very similar to yours, just (your -> mine):
- -mcmodel= small
- -mprioritize-restricted-insns= 1
+ -mprioritize-restricted-insns= 0
- -mprofile-kernel [disabled]
- -mstack-protector-guard= tls
+ -mstack-protector-guard= global
