Confirmed:

 = VEC_COND_EXPR <D.1948, { -1, -1, -1, -1, -1, -1, -1, -1, -1, -1, -1, -1, -1,
-1, -1, -1 }, { 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0 }>;

the LHS is missing.  Target specific folding produces this from the call
when the LHS is absent.
