Lightly tested patch, both with bison 3.0.5 and 1.35. As my target is
USE_INCLUDED_LIBINTL, intl normally doesn't build anything, but I've in each
case used make all-yes to actually build it and it builds fine with both bison
versions. Whether it works properly at runtime I can't test easily though.
