I don't think it was, because I've been seeing these failures on recent Fedora versions for much longer than that. I think what's changed since then is you've updated your glibc. IIRC the problem is that recent versions of glibc use multibyte UTF-8 strings for some nl_langinfo strings, and libstdc++ can't handle them because it expects a single byte. Something like that anyway.
