Steps to reproduce:

  export LANG="en_US.UTF-8"
  touch test.c
  printf '\xef\xbb\xbftest.c' > cmd
  gcc -c @cmd

Output:

  gcc: error: test.c: No such file or directory
  gcc: fatal error: no input files
  compilation terminated.

This would be primarily useful on Windows host.
