ICE output from variable template test
This simple test case produces a similar ICE (with current trunk at Compiler
Explorer):
int i;
template<auto> extern const int v=i++;
void f();
const int j=v<f>;
int g() {
void f();
return v<f>;
}
Making v have internal linkage makes it go away. If this should be a separate
bug, please let me know.
