This would appear to have been a local configuration / user
error, because other people can still bootstrap AIX.

Apparently, AIX is not supported to the degree that a normal developer
can just work with it, see also

Removing regression marker and re-assigning to "target".

It is very hard to avoid breaking bootstrap on a platform
that does not have adequate support so that a normal developer
can not bootstrap gcc there in the first place.
