The NEWS file says it's autogenerated and those two lines come from paragraphs that indicate that they're generated from <http://gcc.gnu.org/gcc-8/index.html> and <http://gcc.gnu.org/gcc-8/changes.html> respectively. Not sure how to fix that accurately, but perhaps by adjusting the release-checklist (wherever that lives) so "update the index.html and gcc-N/changes.html web pages" come before "execute the release script"?
