Can't actually vouch for gfortran 7.1 being able to compile this, as I no
longer have access to that gfortran version, so I changed the title (might
still be a regression, though).
Also, when replacing the line:
use base
by
use base, only: base_type
the code compiles with both gfortran 7.2.0 and 8.0.1.
