Back port of 71977 improvement to GCC 6 branch
This patch is a back port of the improvements/fixes in PRs 71977, 70568, and
78823 to the GCC 6 branch. It is currently not planned to be applied to the
FSF branch. It has been applied to the ibm/gcc-6-branch branch for the IBM
Advance Toolchain.
