And does it really have to be a single character, not a string? At least in glibc in the included locales there are just 3 decimal_point forms, "<U002C>", "<U002E>" and "<U066B>". But perhaps you should see if localedef allows you to define something containing multiple characters (or a single one from surrogate pair etc.). Would be also interesting to see if zero length radix character will get through.
