I've attached a patch which fixes this; basically TeX didn't like having a heading in the middle of a numbered list (which seems fair enough to me). The patch breaks the numbered list into two sections. This does of course change the numbering of the actual items; possibly someone more familiar with TeX than I can correct this (but the previous numbering seems wrong anyway).
