Anyone can edit the wiki, you don't need to report a bug.

Your browser is displaying it with ISO-8859-1 or similar 8-bit encoding, it
should be UTF-8.  It works fine for me in Firefox with encoding set to
auto-detect "Universal"

The page has a correct XML declaration:
<?xml version="1.0" encoding="UTF-8" standalone="no"?>
