As discussed on the lists, the extra xfail only applies
to targets that define TARGET_PTRMEMFUNC_VBIT_LOCATION
to ptrmemfunc_vbit_in_delta. In other respects it falls
into the same category as the existing c++11 xfails.
I committed the xfail before seeing this PR. I suppose
we should keep the bug open to track all three xfails.
