The idea is that gcc/tm.texi is no longer compared against $(srcdir))/doc/tm.texi, but against gcc/tmp3-tm.texi, which should have the same line endings as gcc/tm.texi . This temporary file is not deleted in the miscompare case, so you should be able to inspect it, too.
