[Bug c++/44188] Fails to produce DW_AT_typedef for typedef of anonymous struct

Re-opening as my patch broke Ada and Obj-c(++).
It looks like Ada emits TYPE_DECLs that smell like c/c++ naming typedefs but
with different semantics ...
