[Bug libstdc++/43451] New: [C++0x] atomic integral methods missing volatile overloads

Since the resolution of LWG 1147, most of the methods on the atomic integral
types should have two overloads, a volatile and a non-volatile version. 
However, it appears that since r155377, the volatile overloads are missing from
the atomic integral types altogether.
