I'm seeing two problems here: on x86_64-linux I can see only the last error,
about specialization / redefinition, can well be a non-bug but can also be a
regression, I'm CC-ing Dodji about it; plus, apparently something is
specifically going wrong on cygwin at configure time, I see char_16t etc
issues. I'm CC-ing two cygwin maintainers about it.
